British Broadcasting Corporation Gaza Programme Deemed a 'Major' Violation of Media Regulations, Declares Ofcom

The BBC committed a "serious breach" of industry standards by not revealing that the voice of a film about Gaza was the son of a Hamas administrator, according to British broadcasting authority Ofcom.

An probe by the media regulator into Gaza: How to Survive a Warzone has determined that the documentary was "materially misleading".

The chief executive of the broadcaster had previously apologised, stating there had been "a major oversight in relation to accuracy".

Ofcom has directed the corporation to air a prime-time announcement about its findings.

"As this represents a serious breach of our regulations, we are directing the BBC to transmit a message of our determinations against it on the BBC's second channel at 21:00, with a date to be finalised," the statement read.

'Possibility to Erode Confidence'

The watchdog's statement stated: "Our probe determined that the programme's lack of disclosure that the presenter's parent held a position in the Hamas-controlled government was materially misleading.

"It meant that the audience did not have critical information which may have been highly relevant to their judgment of the narrator and the content he shared.

"Confidence is at the heart of the connection between a media organization and its public, especially for a state-funded media outlet such as the BBC.

"This error had the possibility to undermine the significantly high degrees of credibility that audiences would have invested in a BBC factual programme about the conflict in Gaza."

The film was removed from iPlayer in the month of February after the boy's familial connections were revealed, and in the month of July an corporation's own inquiry found it violated the corporation's journalistic standards on truthfulness.

A corporation official said: "The regulator's decision is in line with the results of Peter Johnston's review, that there was a major oversight in the documentary in relation to the BBC's Editorial Guidelines on accuracy, which aligns with Rule 2.2 of the authority's broadcasting regulations.

"We have apologised for this and we comply with Ofcom's decision in complete. We will follow the directive as soon as the schedule and wording are confirmed."
